Forbidden love is inherently angsty. If you want light and fluffy, this probably isn't your trope. The tension comes from wanting something you can't have, and the payoff requires the characters to suffer for it first.
The best forbidden romances make you understand why they can't just run away together. The obstacles need to feel real and the costs need to feel significant. Otherwise you're just watching two people be dramatic about nothing.
